On 1999 began the strike against the rise of tuitions at UNAM. The university’s rector back then, Francisco Barnés de Castro, a semester payment of $1,360 for high school, and $2,040 for university per student. On March 15th, the University Council passed the reform to the General Regulations of Payments of UNAM in less than 3 minutes, in an outdoors venue, and with the absence of over 30 opposing counselors. On April 20th, 1999, most of the schools were taken by the students in rejection of the regulations passed. In February 6th, 2000, two thousand six hundred elements of the Preventive Federal Police took over University City and left over one thousand students detained and 500 with orders to be detained.
