May 15th, 1917: Carranza Is Granted Faculties to Indult the Rebels

On May 15th, 1917, the Senate granted faculties to Venustiano Carranza to indult, commute, or reduce the penalties for rebels who had already been tried by the Law of January 25th, 1862.

By forbidding the death penalty, the current Constitution didn’t allow the enforcement of this penalty in a retroactive way. Nobody spoke against this, so the initiative was passed unanimously in the general and the particular.
