With the inauguration of Venustiano Carranza as constitutional president of the United Mexican States, the country returned to the constitutional order. The Secretariat of Public Instruction and Fine Arts was abolished; Its functions were taken up by the General Directorate of Public Education, where it was sought to give continuity to the educational project of the preconstitutional stage.

The years of revolutionary armed struggle and the two US interventions in our country (April 1914 and March 1916) led President Carranza to outline a militaristic educational model, where military education had to be taught from basic education, At the moment of reaching the full development of youth, there would be professional soldiers ready for the defense of the country. Already in some schools of military education they were given military education to the children of those schools.
