February 9, 1918: Hilario Medina Is Appointed Senior Administration Officer in Foreign Affairs

On February 9, 1918, Hilario Medina, who had been a prominent member of the Constituent Assembly, was appointed by President Venustiano Carranza as senior administration officer in the Ministry of Finance.

Hilario Medina’s capacity and experience would serve to strengthen the unit responsible for upholding the principles of the foreign policy of the revolution. Principles expressed in the Carranza Doctrine: about the legal equality of states and respect for their sovereignty; prohibition of foreign intervention and legal equality between nationals and foreigners.
